Harvest Information Program, more stuff to get and remember.HIP Stamp RequiredIf you plan to hunt migratory game birds in 2007/2008 (ducks, geese, coots, dove, band-tailedpigeon, snipe, gallinules or black brant), you must complete a Harvest Information Program(HIP) survey and affix a free HIP Stamp to your California Hunting License. HIP surveys andstamps are available at license agents. Hunters may be cited for hunting migratory game birdswithout a HIP stamp affixed to their license.

It's been required for some years. But it only makes sense if the object is to find reasons to cite people. For stats it's a joke since everyone I know that duck hunts usually just checks the first or second box so they can get out of the store.
Take no guff, cut no slack, hookum, bookum and don't look back.
