Here is the regulation that covers it.

(B) Recorded or electrically amplified bird or mammal calls or sounds or recorded or electrically amplified imitations of bird or mammal calls or sounds may not be used to take any nongame bird or nongame mammal except coyotes, bobcats, American crows and starlings.

As Rimrock mentioned above you will find the law under the Mammal Hunting Regulations.

CHAPTER 6. NONGAME ANIMALS

§475. Methods of Take for Nongame Birds and Nongame Mammals.

Nongame birds and nongame mammals may be taken in any manner except as follows:
  • ( b ) Recorded or electrically amplified bird or mammal calls or sounds or recorded or electrically amplified imitations of bird or mammal calls or sounds may not be used to take any nongame bird or nongame mammal except coyotes, bobcats, American crows and starlings.

You can hop but you can't hide. Yahi Bowmen. Its not how far you can shoot but how close to the game you get when you shoot. Sights we don't need any sights. Why waist time reloading when I can be making arrows.

If that's EXACTLY what your buddy said, he is correct. It is NOT 'not legal' to use an e-caller for coyotes. (A double negative.) :pot:
