Would a Leupold Mark 2, 3-9X40mm T2, Mil dot be a good match for a Howa 1500 Ranch in .243? What about Leupold QRW Low Rings (.730) (Quick Release)? it would be coming off an AR but i think it might be okay on my truck gun. Opinions?

Seems like it would work just fine Boo Boo. I am not absolutely certain regarding the ring height however. That is a light barrel so it may work. If it doesn't....it's Bush's fault.

Do I need to order anything else to mount this this to the 1500 or do ya think the QRWs will will fit the rail? Do you mean Varri-X-II? I have 3X9X40 Vari-X-II scopes on quite a number of rifles. I do not use quick release rings myself but do use low rings. Best to mount the scope as low as possible. As long as you can slip a business card between the scope bell and the barrel you are good. The 3X9X40 is a good choice for most rifles and a good one for your 243.
