I have the same owl decoy minus the JIB and have used it for several years. The head moves around by itself. I picked up a spare one from Wally World for $10 on sale.

They still carry them as a way to keep birds out of your yard. I had it outback one night and called a bunch of crows into it. They knocked his head off and then pushed it around the yard.
